Deer Hunting License / Permit Regulations:
- Carry Proof Requirements: Hunters who buy their license or permit by phone or the Internet must carry picture ID and proof of purchase (authorization number, license, or printout) when hunting.
- Statewide Deer Permit: Hunters 16+ must first buy and carry proof of purchasing an annual hunting license and a statewide deer permit while hunting (unless license-exempt). Permit allows for 4 deer (1 antlered and 3 antlerless or 4 antlerless).
- Additional Deer Permit:
- For more than 4 deer, purchase an additional permit. It allows 2 more deer (1 antlered and 1 antlerless or 2 antlerless).
- The additional deer permit is not valid unless the hunter has first purchased an annual hunting license and statewide deer permit and is able to show proof of that in the field.
- A statewide or additional deer permit is valid on public/private lands and during some quota hunts.
- An additional deer permit can only be used in counties with unlimited antlerless harvests (Zone 1).
Deer Season Bag Limits
- Only 1 antlered deer per hunter may be taken statewide, regardless of hunting zone, method, or season.
- ZONE 1 – Unlimited antlerless deer with statewide and additional permits.
- ZONE 2 – Maximum of 4 deer.
- ZONE 3 – Maximum of 4 deer; only 1 antlerless deer with a firearm or air gun.
- ZONE 4 – Maximum of 2 deer; only 1 can be antlerless. No antlerless deer during modern gun, early muzzleloader season, or first six days of late muzzleloader season. Statewide bag limit of 1 antlered deer still applies.
- Bag limits and harvest restrictions are applicable to all hunters.
- Hunters are limited to taking no more than one (1) deer with visible antlers per season, excluding male fawns.
- On federally controlled areas such as Reelfoot National Wildlife Refuge, Fort Campbell and Fort Knox military reservations, and Blue Grass Army Depot, hunters may take a bonus antlered deer as per regulations of each area.

Modern Gun Season
- During modern gun deer season, hunters must adhere to season restrictions, zone guidelines, and hunting requirements.
- All participants must wear hunter-orange clothing, applicable to both hunters and those accompanying them.
- Youth under 16 using firearms for deer hunting must be supervised by an adult capable of controlling the firearm.
Archery Season
- Hunters using archery equipment during a deer firearms season must comply with firearm season rules, wear hunter orange, and follow all zone and hunting regulations.
- Exceptions exist on state-operated WMAs where firearms are not allowed for deer/elk hunting.
Crossbow Season
- Hunters using crossbows during deer firearms season must adhere to firearm season restrictions, including zone guidelines and wearing hunter orange.
- Exceptions exist on state-operated WMAs where firearms are not allowed for deer/elk hunting.
- Legal residents 65+ or youth hunters (15 or younger) are allowed to hunt deer with crossbows from the first Saturday in September to the third Monday in January.
Muzzleloader Season
- The season permits the use of muzzleloaders, archery, and crossbow equipment.
- Hunters are required to wear hunter orange.
- Youth (15 and younger) using muzzleloaders must be supervised by an adult.
Tree Stands
- Construction/use on private lands is subject to landowner regulations.
Deer Tagging and Checking
- Hunters must telecheck deer by calling 1-800-245-4263 or using the online My Profile system.
- If processing before check-in, proof of sex (head or genitalia) must be retained.
- Fill out the harvest log immediately after harvest; telecheck before midnight of the same day.
- Carcass tag needed if the deer is transferred from the hunter’s possession.

Adult turkey hunters requirements
- Adult hunters (16+) must carry proof of a valid Kentucky hunting license and fall turkey permit, unless exempt.
- Short-term licenses (1 or 7 days) are not valid for turkey hunting.
- The fall turkey permit is valid for archery, crossbow, and shotgun seasons, with a bag limit up to the fall season’s allowance.
Youth turkey hunters requirements
- Youths under 12 are exempt from license/permit requirements.
- Youths 12-15 can buy a youth turkey permit, valid for 1 turkey in any season.
- Youth hunters must follow season bag limits and restrictions; youth can use the permit throughout the license year.
- Youth sportsman’s license includes 2 youth turkey permits.
- Anyone can call/assist in turkey hunts without a license/permit and may carry equipment.
Fall Turkey Season Bag Limits
- 2 turkeys for the fall season.
- 1 turkey with a beard at least three inches long.
- 1 turkey with no visible beard or a beard shorter than three inches.
- 1 turkey may be taken per day.
Legal Fall Turkey Hunting Arms & Gear
- Breech-loading or muzzleloading shotguns no larger than 10 gauge and no smaller than .410, breech-loaders must hold a max of 3 shells.
- Only use lead or non-toxic shot up to No. 4 size.
- Longbows, recurve, and compound bows of any draw weight (no minimum).
- Crossbows of any draw weight (no minimum), must have a safety device.
- Broadheads must be non-barbed, at least 7/8-inch diameter, expandable or fixed.
Additional Information on Fall Turkey Hunting in KY
- Baiting:
- Hunting turkeys over bait is illegal; bait includes feed, grains, or luring substances.
- Hunters must not hunt within 600 feet of a bait site or for 30 days after the bait is removed.
- Areas with substances from genuine agricultural activities or managed food plots are legal for turkey hunting.
- Firearms are prohibited for turkey hunting during archery/crossbow-only seasons.
- Special equipment rules are applied on some WMAs.
- Turkey hunters 15 and under must be with an adult who can control the youth’s firearm at all times.

KY Elk Quota Hunt Drawing
Important Dates
- August 1 is the first day to apply for the following year’s hunt.
- April 30 is the last day to apply for that year’s hunt.
- Drawn hunters must purchase permits by June 15; unclaimed permits go to loyalty redraw.
- Loyalty redraw winners have until June 30 to buy permits.
- June 30 also marks the deadline to apply for hunting units; unit assigned to those who do not apply.
- The elk zone comprises 16 counties: Bell, Breathitt, Clay, Floyd, Harlan, Johnson, Knott, Knox, Leslie, Letcher, Magoffin, Martin, McCreary, Perry, Pike, and Whitley, spanning 4.1 million acres.
- Only hunters drawn for a quota hunt can take elk within this zone.
- Hunters must display a department-issued hang tag in their vehicles while hunting.
How Elk Quota Hunts Work (Briefly)
- Applications for elk quota hunts can be made online here or at vendors selling Kentucky licenses. Call 1-800-858-1549 for assistance.
- Residents and nonresidents can apply for each of the three permit types but can only be drawn for one.
- Application fee is $10 per individual; party applications not allowed.
- Youth (15 and under) may apply for a youth-only quota hunt during the regular elk quota hunt drawing application period.
- Youth hunters can apply for both youth-only and regular elk hunts but can’t be drawn for both in the same year.
- Being drawn for a youth-only hunt blocks future youth-only applications.
- Drawn applicants must buy a youth permit for youth-only hunts or a full-price permit for regular hunts.
- Draw results in May; purchase permits by June 15 or forfeit to Loyalty Redraw Program for unsold permits.
- Unsold permits enter a secondary drawing for the most consistent unsuccessful resident applicants.
- Non-residents are ineligible for the redraw, which includes all permit types.
- Redraw winners must purchase permits by June 30.
- Second draw assigns specific hunting units within the elk zone. Hunters can choose up to five preferred units; a computer draw assigns the unit. Responsibility falls on hunters to find hunting spots within their assigned unit. Options include hunting on open public land or obtaining permission for private land.
- No limit on hunting assistants, but only permit holder can hunt.
- Fishtrap Lake WMA in Pike County and Paul Van Booven WMA in Breathitt County designated as elk viewing are off-limits for hunting.
- Drawn hunters must also purchase an elk quota hunt permit in addition to an annual hunting license.
- Three-year application block for those awarded a permit.
- Up to three drawn hunters may apply for their unit choices as a party. Those applying for a restricted area must do so individually, not as a party.

Elk Hunting Permits
- General Drawing Quota Permits: Apply through Kentucky elk lottery. Types include bull firearm, cow firearm, and either sex archery/crossbow. One application per permit type annually, with a deadline of April 30. General drawing quota permits cannot be bought or sold
- Special Commission Permits: For wildlife conservation registered non-profit groups, allowing hunting during any elk season anywhere they have permission to do so. Up to 10 permits issued yearly by the Kentucky Fish and Wildlife Commission. Permits can be sold or auctioned by non-profits, but proceeds must fund Kentucky conservation projects. The permit is not transferrable a second time.
- Landowner Cooperator Permits: Given to landowners offering their land for public hunting, with one permit per 5,000 acres enrolled. Permits can be gifted or sold, but hunting is restricted to enrolled public land. A hunter with a landowner-cooperator permit may hunt during any season.
- Voucher Cooperator Elk Permits: For landowners/lessees providing access to their land for elk hunting. Landowners/lessees earn an elk permit by accumulating 10 points (1 point per harvested bull or cow). Hunters register for voucher properties online on a first-come, first-served basis after the area drawing is complete.
- Elk Restoration Permits: Issued to landowners/lessees facilitating elk relocation by KDFWR, with permits granted based on points from relocated elk. Permits are valid only on the land used for elk capture and are transferrable.

- Rifles of .270 caliber or larger, with a magazine holding 10 rounds max.
- Muzzle-loading rifles of .50 caliber or larger.
- Shotguns of 20-gauge or larger, firing single projectiles only.

- Firearms cannot be fully automatic.
- Full metal jacketed or tracer bullets is banned.
- Crossbows or archery equipment (long bows, recurves or compound bows) loaded with fixed blade or mechanical broadheads at least 7/8” wide, not chemically treated. Crossbows must have a working safety.
- Weapons legal for elk hunting are permitted during bull or cow firearms hunts.
Additional Information on Elk Hunting in KY
- Bag limit: Elk season bag limit is one elk per hunter, regardless of permit type. Hunters cannot harvest an elk in a quota hunt and out-of-zone in the same season.
- Hunter Orange: During firearm elk seasons in the elk zone, elk hunters, their companions, and others must wear hunter orange.
- Baiting: Hunting elk over bait is prohibited in the elk zone, but allowed outside of it.
- Calling: Mimicking elk sounds on public hunting lands is banned from Sept. 1 until the elk archery season begins.
- Shooting Hours: Elk hunting is restricted to daylight hours, from 30 minutes before sunrise to 30 minutes after sunset.
- Hunting Outside the Elk Zone: Out-of-Zone Elk Hunters with a Kentucky hunting license and an Out-of-Zone Elk Permit can hunt elk in counties outside the zone, adhering to deer season rules and using specified elk hunting gear.
- Checking and Tagging: All harvested elk must be reported via telecheck at 1-800-245-4263.
- Elk Hunting Survey: Completion of a post-season elk hunting survey via the department’s “My Profile” is required by the last February day; failure to do so disqualifies hunters from future quota hunts.

Season Requirements: Chase-Only & Hunt-with-Dogs
- Chase-only and dog hunting seasons are prohibited in the Daniel Boone National Forest, Beaver Creek WMA, Cane Creek WMA, Hensley-Pine Mountain WMA, Mill Creek WMA, Miller-Welch Central Kentucky WMA, Pioneer Weapons WMA, Redbird WMA, Big South Fork National River and Recreation Area, and Cumberland Gap National Historical Park.
- Participants must have a valid bear permit (combination bear permit, bear chase permit, or youth bear chase permit) and an annual hunting license.
- Legal chasing of bears is allowed only during daylight hours.
- Chasing bears from a baited area is forbidden while bait is present and for 30 days after its removal.
- The bear hunt with dogs season is considered a chase-only season for those holding a valid bear chase permit.
Season Requirements: Hunting Seasons
- Unless exempt, all hunters must have a valid bear permit and annual hunting license.
- Bears must be telechecked by 8 p.m. ET on the day of harvest.
- Call 1-800-858-1549 within 24 hours of harvest for a physical check before moving the bear out of the Bear Zone.
- A physical check must include the carcass or an intact hide with the skull and proof of sex.
- After the physical check, the hunter receives a tag from Kentucky Fish and Wildlife.
- Hunters can use archery/crossbow and muzzleloader equipment during bear firearm season.
Additional Information on Black Bear Hunting in KY
- Bag Limit: 1 bear per hunter per license year.
- Baiting: Garbage is considered bait. Hunters can’t shoot bears that are feeding at a trash can or dumpster. Use of bait and other substances capable of luring black bears is prohibited.
- Den Disturbance: Taking or disturbing bears in dens is forbidden.
- Prohibited Areas: No bear hunting/chasing in Big South Fork, Cumberland Gap Park, Kingdom Come State Park, Hensley-Pine Mountain WMA, Daniel Boone National Forest, and several WMAs.
- Weight and Gender Restrictions: No taking of female bears with cubs or bears under 75 pounds.
- Dogs: Use of dogs during archery/crossbow or modern gun seasons is prohibited. Leashed tracking dogs allowed for recovering wounded bears.
- Youth Hunters: Must be supervised by an adult.
- Hunter Orange Requirement: Mandatory during firearm season in bear zones for hunters and companions as well as during bear chase season.

Waterfowl & Migratory Birds Hunting Regulations Highlights
Snow Goose Conservation Order Highlights:
- Allows unrestricted harvest of Snow and Ross’s geese outside regular season.
- Daily bag and possession limits are waived.
- Other waterfowl species are not permitted for hunting during this time.
- Mandatory to obtain a free Snow Goose Conservation Order Permit before hunting.
- Use of electronic calls and shotguns with more than three shells allowed.
- Hunting permitted up to one-half hour past sunset.
- Permit holders must complete a survey by April 10 or cannot participate next year.
- Not all public lands are available for hunting; check specific area regulations.
Shot Size, Type, and Shotshell Length Restrictions:
- Must use US Fish and Wildlife Service-approved nontoxic shot no larger than size “T”.
- Shot larger than size “T” and shotshells longer than 3.5 inches are prohibited.
- Only use shot types approved by USFWS; possession or use of lead shot or unapproved shot while hunting is illegal.
Reporting Bird Bands:
- Report band recoveries exclusively online at www.reportband.gov.
- Reporting provides valuable data on bird movements and harvest rates.
Ballard Zone Boundary Specifics:
- Describes the geographic boundary for waterfowl hunting in the Ballard Zone.
- All constructed or used blinds (including boats) must be at least 100 yards apart and at least 50 yards from any property line. A waterfowl hunter shall not possess more than one shotgun while in the blind.
Hunter Education Requirements:
- Anyone born on or after January 1, 1975, must carry a hunter education course completion card.
- Temporary exemption permits are available online for those without education cards, valid for one year.

Rabbit Hemorrhagic Disease (RHDV2)
- A fatal disease in rabbits, now classified as a reportable foreign animal disease.

Free Youth Week

Legal Trapping Methods
- Use of lights from boats or vehicles for trap checks allowed.
- Setting traps in commonly used trails or paths is prohibited.
- No restrictions on the size/type of water set traps, except:
- Body-gripping traps >20 inches wide must be fully submerged.
- Permitted equipment for dry land sets (trap doesn’t touch water):
- Deadfall
- Wire cage or box trap
- Foothold traps (max jaw spread of 6 inches perpendicular to the hinges)
- On private land, body-gripping traps (max jaw spread of 7½ inches parallel to the trigger)
- On WMAs and outdoor recreation areas, body-gripping traps (max jaw spread of 5¼ inches)
- Snare (wire, cable, or string with a knot, loop, or closing device, spring-assisted or not; but spring assistance must not be for applying tension to the closing device)
- Dry land sets spacing requirements:
- Not closer than 10 feet apart on WMAs and outdoor recreation areas.
- On private land, same spacing unless written permission is obtained for up to three traps within 10 feet.
- Spacing rule doesn’t apply to wire cage/box traps or properties ≤5 acres.
- Special trapping restrictions:
- Traps must have a metal tag with the trapper’s name and address or a unique ID number issued by the department plus the 1-800-25-ALERT number.
- Untagged traps are subject to immediate confiscation by the department without a court order.
- Traps must be checked and cleared of animals every 24 hours.
- Coyote trapping is allowed only during furbearer seasons.
- Trappers must harvest captured furbearers unless holding a captive wildlife permit from Kentucky Fish and Wildlife.
- Spotted skunks are protected all year; incidental captures should be reported to Kentucky Fish and Wildlife.
- Obstructing or disrupting lawful wildlife trapping is illegal.
Special Furbearer Hunting Restrictions Highlights
NB: Daylight hours are defined as 30 minutes before sunrise to 30 minutes after sunset.
Raccoon and Opossum:
- Hunting during daylight hours of modern gun deer season is prohibited.
- Night hunting must end 30 minutes before sunrise on the opening day of modern gun deer season.
- No use of lights from boats to hunt raccoon or opossum.
- From March 1 to September 30: no using firearms, slingshots, tree climbers, or any devices to harm or displace raccoon or opossum from trees or dens.
Bobcat:
- Bobcat hunters need a valid hunting license and a bobcat hunting permit (available for free online at fw.ky.gov.)
- Harvesters should submit bobcat jaw samples for population studies.
- Submitting jaws from all harvested bobcats in one season may lead to one additional bobcat in the next season’s bag limit per two bobcats harvested.
- Jaw samples must be received by March 15 to be eligible for increased bag limit.
- Increased bag limits cannot be transferred.
- Verify increased bag limits for the next season through MyProfile.
Coyote:
- Coyotes can be hunted year-round on both public and private lands, day and night, with no bag limit.
- Artificial light or other means for visibility at night allowed only Dec. 1 – March 31, and May 16 – June 30, and cannot be used from a mechanized vehicle.
- Hunters with valid mobility-impaired permits may use stationary vehicles for hunting, using lights or means for night visibility not connected to the vehicle.
- Post-daylight hunting on public lands is restricted to bows, crossbows, or shotguns with multiple projectile shells; on private lands, pelleted shells instead of projectile ones.
- From Dec. 1 – March 31, and May 16 – June 30, night hunters on private lands may also use any breech-loading firearms, single projectile shotguns, or .54-caliber or lesser muzzleloaders.
- Hunting coyotes or furbearers prohibited on Cedar Creek Lake and Miller-Welch Central Kentucky WMAs.
- Night hunting is prohibited in any county or area during open deer or elk firearm/muzzleloader seasons.
- Night hunting for coyotes is prohibited on Kentucky lands managed by Big South Fork National River and Recreation Area, Daniel Boone National Forest, George Washington and Jefferson National Forests, Land Between The Lakes National Recreation Area, Clarks River National Wildlife Refuge and Reelfoot National Wildlife Refuge, including Beaver Creek, Cane Creek, Mill Creek, Pioneer Weapons and Redbird wildlife management areas (WMAs).
- Use of hand or mouth-operated calls and electronic calls mimicking wounded prey or coyote calls is legal.
- Hunting over animal carcasses is permitted, though carcasses are considered bait; baiting on all WMAs, Big South Fork National River and Recreation Area, Daniel Boone National Forest, Jefferson National Forest, Land Between The Lakes, and state parks open to hunting.
- Coyote trapping is allowed only during specific furbearer trapping seasons.
- Firearm noise suppressors are legal for coyote hunting if state and federal laws permit ownership.
- Dogs may assist in coyote hunting.
Buying and Selling Hides
- Trappers and hunters can hold raw furs indefinitely after furbearer season ends.
- Raw furs can only be sold to licensed taxidermists, fur buyers, or processors.
- Licensed fur buyers must give a receipt to sellers (per KRS 150.415) and submit a Fur Buyer Report detailing purchases to the department by March 15 of the current license year.
- Non-compliance results in the inability to obtain a license the following year.
